I don't know, at least this one doesn't have the hugely distracting fake nose. He doesn't sound like Nixon at all, though.

ETA: Speaking of Watchmen, all the lightning flashing and the way that alien blew poor Joy up felt very reminiscent of Dr. Manhattan.
